Advertisements For Bids: Scranton Safety Improvements Project

NOTICE IS HEREBY GIVEN that sealed Bids for the construction of the Lackawanna Heritage Valley Scranton Safety Improvements Project, including new concrete sidewalks and curbing, bituminous paving, and associated appurtenances complete in place will be received by:

213 South 7th Avenue, Scranton, Pennsylvania 18505

Until 2:00 PM prevailing time, September 14, 2017 at which time the bids will be publically opened and read aloud at the Lackawanna Heritage Valley, 213 South 7th Avenue, Scranton, PA 18505.

The Bids will be received for the following Contract:  SCRANTON SAFETY IMPROVEMENTS

Prospective Bidders may receive copies of the Bid Documents in electronic format issued on DVD from the offices of Engineering Surveying Consultants & Design, Inc., located at 707 Gardner Road, Elmhurst, PA  18444, (mailing address P.O. Box 308, Moscow, PA  18444) upon payment of a non-refundable fee of ten dollars ($10) per disk.  When requesting documents, please provide street mailing address, telephone number, fax number and e-mail address.  (No partial sets will be provided).

A Certified Check or Bid Bond drawn to the order of Lackawanna Heritage Valley in the amount equal to Ten Percent (10%) of the amount of the Bid must be submitted with the proposal as Bid security.

All proposals shall be submitted in accordance with the INSTRUCTIONS TO BIDDERS, Paragraph 14 – BID SUBMISSION.

Lackawanna Heritage Valley hereby reserves the right, which is understood and agreed to by all Bidders, to refuse any, any combination, or all Bids submitted; and also reserves the right to waive any informality in Bids received, but any contract awarded will be to the lowest  responsive, responsible Bidder.

Any Contract or Contracts awarded under this Advertisement for Bids are expected to be funded in part by a Multimodal Grant and a Local Share Monroe County Grant.  The procurement will be subject to the regulations of the granting agency.

NONDISCRIMINATION IN EMPLOYMENT.  Bidders on this work will be required to comply with Multimodal Grant and the Local Share Monroe County Grant regulations and requirements for grant procurement.  The Bidders shall not, by reason of gender, race, creed, or color, discriminate against any citizen of this Commonwealth who is qualified and available to perform the work to which the employment relates.  The requirements for Bidders and Contractors are explained in the specifications.

A Pre-Bid Meeting is scheduled for all prospective Bidders on August 29, 2017 at 10:00 AM prevailing time, at the Lackawanna Heritage Valley Headquarters, 213 South 7th Avenue, Scranton, Pennsylvania 18505.  The meeting is non-mandatory.

Except as otherwise provided by law, no Bidder may withdraw his Bid within sixty (60) consecutive calendar days after the actual date of opening thereof or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval or another governmental agency, the sale of bonds or the award of a grant or grants.
