INVITATION FOR BIDS
OLIVE STREET PAVILION PROJECT
Separate sealed proposals will be received by the Lackawanna Heritage Valley National & State Heritage Area (LHV) at 213 South 7th Avenue, Scranton, Pennsylvania, 18509, until 2:00 PM, Tuesday, July 25, 2017, for Construction of the Olive Street Pavilion. At this time, the bids will be publicly opened and read. Contract award is anticipated to occur during the LHV regular board meeting on July 27, 2017 at 5:30 PM.
Work on this pavilion project, located at the Olive Street Trailhead of the Lackawanna River Heritage Trail (LRHT), shall include, but is not limited to furnishing all labor, materials and equipment necessary for completing the following scope of work: installation of concrete footers, concrete slab & concrete walkway; construction of pavilion structure; installation of E&S control measures and temporary seeding; and other work associated with this proposed pavilion project. Prevailing Wage Rates Apply to this Project.
Contract documents will be available for download beginning 9:00 AM on Wednesday, July 5, 2017 on the LHV website (www.LHV.org). The Contract Documents will include Construction Drawings, a Project Manual, General Conditions, Instructions, Technical Specifications, and Bid Submission Forms. Any addenda will be emailed to the bidders list, as well as, posted on the LHV website. The contractor should contact LHV (570.963.6730) for inclusion on the bidders list. The contractor is responsible for printing their own full-size plan set and project manual and for reviewing any addenda. The full project sets will be available for review at the offices of Thomas J. McLane Associates (601 Stafford Avenue, Scranton, PA 18505). A pre-bid conference will be held at the project site at 10:00AM on Wednesday, July 12, 2017.
All bids shall be submitted on the forms furnished (Attachment I), in sealed envelopes, clearly marked “LRHT Olive Street Trailhead Pavilion Project” and addressed to Owen Worozbyt, Trail & Environmental Projects Manager. They must be delivered or mailed to LHV so as to arrive by the time of the bid opening. No bids will be considered which fail in any respect to comply with the bid conditions and requirements.
LHV reserves the right to reject any or all bids or any part of any bid and to waive any or all irregularities, mistakes, omissions or informalities relative thereto. All bids shall be considered binding and shall not be withdrawn for a period of thirty (30) calendar days from the bid opening date without the consent of LHV.
