Invitation to Bid: Carbondale Riverwalk Bridge Project

Contractors are invited to submit bid proposals under seal to the Owner for Carbondale Riverwalk Racket Brook and Lackawanna River Crossings. Prospective bidders are invited to submit their stipulated sum bids, including Alternates, for work described in general as follows:

  1. Base Bid – General Site Work Contract

The Owner will receive sealed bids for the Carbondale Riverwalk Racket Brook and Lackawanna Rivers Crossing at Lackawanna Heritage Valley Authority Offices, 213 South Seventh Ave., Scranton PA., until 1:00 PM on Tuesday, the 2nd day of August, 2016. The sealed Proposal will be publicly opened at 2:00 PM on August 2, 2016 at Lackawanna Heritage Valley Authority Offices and the results available to all bidders upon request.

This work is expected to commence no sooner than August 9, 2016 and shall be substantially complete on or before November 15, 2016 for all work as indicated on the Contract Documents. All work is expected to be fully completed on or before November 22, 2016.

Work shall consist of the following: Install new pedestrian bridge over Racket Brook and rehabilitate and install new concrete deck on existing truss bridge over Lackawanna River.

Drawings may be obtained from the office of the Lackawanna Heritage Valley Authority upon receipt of a refundable deposit, by cash or certified check, in the amount of $25.00 payable to Lackawanna Heritage Valley Authority for one set. (Deposit will only be refunded to contractors who have submitted a bid and upon return of the extra drawing sets, Project Manual and all addenda in good condition within 7 calendar days after the date of the bid opening). No plans will be sent via US Post Office. Documents can only be obtained by qualified Prime (Site) Contract Bidders.

Bidders will be required to provide a security in the form of a Bid Bond (or Certified Check, Cashier Check, or Treasury Check) in the amount of 10% of the Bid amount with this Bid Proposal. In addition, a Performance Bond in the amount of 100% of the contract price and Labor and Material Payment Bond in the amount of 100% of the contract price will need to be obtained by the contractor upon submission and acceptance of their bid if the construction contract is in excess of $10,000. The Maintenance Bond in the amount of 50% of the contract price will be required to protect the Municipal grantee for a period of one year following completion of the project.

No pre-bid conference will be scheduled.

The project is subject to General and Supplemental Conditions including but not limited to acknowledging:

  • Nondiscrimination/Sexual Harassment Clause
  • Federal Occupational Safety and Health Act of 1970 (OSHA)
  • Pennsylvania Act 287, as amended by Act 181of 2006
  • Wage Rates – PA Prevailing Wage Rates, as applicable
  • DBE – Disadvantaged Business Enterprise Certification Form
  • Cooperation with DCNR Agency

This offer shall be open to acceptance and is irrevocable for sixty (60) days from the bid closing date.  The Owner reserves the right to accept or reject any or all offers.

If this bid is accepted by the Owner within the time period stated above, we will:

  • Execute the Agreement within ten (10) calendar days of receipt of the Notice of
  • Furnish the required Insurance Certificate within ten calendar days of receipt of formal notice in the form
  • Furnish the Performance Bond within ten (10) calendar days of the Notice of
  • Commence work within ten (10) calendar days of the designated start
  • Fully complete the project by November 22, 2016, unless the period for completion is extended otherwise by the Contract Documents or mutual agreement with Owner.
